      <title><![CDATA[UL Cost Increases Impact Manufacturers and Consumers]]></title>

      <description><![CDATA[<p style="text-align: justify;">The cost of doing business in the United States hinges on a variety of factors and will vary from industry to industry and location to location. Such costs could include space cost, labor, transportation, cost of supplies, and regulatory requirements. We have been thinking a lot about the last factor, regulatory requirements, particularly as it relates to cost increases by the Underwriters Laboratories (UL).</p>
<p style="text-align: justify;">The UL is an independent product safety certification organization. One of the primary things that the UL does is to develop standards and test procedures for products, materials, components, assemblies, tools and equipment, chiefly dealing with product safety. UL is one of several companies approved for such testing by the U.S. federal agency Occupational Safety and Health Administration (OSHA).</p>
<p style="text-align: justify;">Consumer and worker safety is paramount and we understand that. However, ongoing, and increasing regulatory requirements, and the costs to meet these requirements, continue to put the pinch on businesses. Increases in UL fees are just another example of how it is more and more difficult to do business in the US.</p>]]></description>

      <title><![CDATA[Car Crash Kills Engineering Legend]]></title>

<p><span><img style="float: left;" src="http://www.aes.org/events/121/press/downloads/Bob-Pease.jpg" alt="" width="250" />On his way home from a memorial service in Saratoga California for his friend and industry comrade, Jim Williams, analog expert Bob Pease was killed in his 1969 Beetle. The roads exiting the venue were deep and curvy. Mr Pease's car missed a turn and crashed off the road. He was killed instantly around 5:45pm on June 18. Mr Pease was 70 years old at the time of his death. He is survived by his wife Nancy, sons Benjamin and Jonathan, and three grandchildren.</span></p>
<p>&nbsp;</p>
<p><span><span>Bob Pease was known as the face of National Semiconductor. He wrote 200 articles known as "Pease Porridge, wrote "Troubleshooting Analog Circuits", won a certificate of merit from the Jesse H Neal Awards Committee of American Business Publications, designed over 20 integrated circuits, and held over 20 patents. Despite his genius, he would spend hours helping a hobbyist and the small customers of National Semiconductor. EDN notes the message we should take away from the loss of Bob Pease is that "we should spend as much time teaching as we do designing and selling chips". His passing notes the passing of a legacy and as a well loved and respected member of the engineering community, he will be missed.</span></span></p>

      <title><![CDATA[EnergyStar Not Requiring Five Year Warranties for Lighting Power]]></title>

      <description><![CDATA[<p>The rumor that the EPA&rsquo;s Energy Star certification program for electrical and electronic devices is requiring five year warranties on <a href="http://www.peaktopeakled.com/ledpowersupplies.html">lighting system power supplies</a> is not true. Instead Energy Star only requires a three year warranty for <a href="http://www.peaktopeakled.com/ledpowersupplies.html">LED lighting system power supplies</a>. This warranty only covers <a href="http://www.peaktopeakpower.com/">power supplies</a> that have been found to be defective.</p>
<p>&nbsp;Warranties for <a href="http://www.peaktopeakpower.com/">power supplies</a> are not even mentioned in the current standards for commercial <a href="http://www.peaktopeakled.com/">LED lighting</a> posted at &lt;a href="http://www.energystar.gov"&gt; Energy Star&rsquo;s website&lt;/a&gt;.</p>
<p>Instead the documents there mention such standards as wattage, light output, power factor, rated lifetime hours, color temperature, power factor and special features.</p>
<p>&nbsp;<a href="http://www.peaktopeakpower.com/">Power supply warranties</a> are required by the guidelines for manufacturers of Energy Star certified lighting products posted at the same website. Manufacturers that want to display the Energy Star logo on their products must follow these guidelines or the <em>Energy Star Program Requirements for Solid State Lighting Products Partner Commitments</em>. This means that companies that want the Energy Star logo on <a href="http://www.peaktopeakled.com/">LED lighting products</a> will have to offer a limited three year warranty on <a href="http://www.peaktopeakpower.com/">power supplies</a>.</p>
<p>&nbsp;<strong>Three Year Warranties Required for LED Lighting System Power Supply</strong></p>
<p>Energy Star&rsquo;s SSL program requirements require a warranty for solid state lighting systems. The requirements state that a three year warranty is required for all Energy Star certified <a href="http://www.peaktopeakled.com/">LED commercial lighting system</a>. <a href="http://www.peaktopeakpower.com/ac-dc-power-supplies">Power supplies</a> are specifically mentioned as being covered by the warranty.</p>
<p>&nbsp;The warranty only covers defective products so buyers would have to prove the product is defective to claim the warranty. Wear and tear or damage to <a href="http://www.peaktopeakled.com/">LED lighting systems</a> caused by caused by power surges and other outside causes would not be covered by this warranty. &nbsp;&nbsp;</p>

      <title><![CDATA[RoHS Recast at a Glance]]></title>

      <description><![CDATA[<p><strong><span style="text-decoration: underline;">RoHS Recast at a Glance</span></strong></p>
<p>&nbsp;The Restriction of Hazardous Substances Directive (RoHS) was adopted by the European Union in 2003 and took effect in 2006.&nbsp; The RoHS restricts the use of six hazardous substances (lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls, and polybrominated biphenyl ethers) in the manufacture of electronics and electronic equipment (EEE).&nbsp; Penalties for non-compliance vary by country but can include stiff penalties, goods recall and prison time.&nbsp;&nbsp; The original cost to implement this directive was $32 billion dollars worldwide, with another $3 billion annually to maintain compliance.&nbsp;</p>
<p>&nbsp;In 2008, an assessment by the European Commission showed that up to 44% of EEE checked were not fully compliant.&nbsp; The National Weights and Laboratories claimed that &ldquo;99% of products were 99% compliant&rdquo; (or in other words, only 1% complied fully).&nbsp;</p>
<p>&nbsp;So in an attempt to reduce costs, resolve uncertainties and increase enforcement, in 2008 the European Commission announced plans to recast the RoHS Directive.&nbsp; The intention of the RoHS Recast is not to simply amend the original RoHS; the intention is that it will effectively repeal and replace it.</p>
<p>&nbsp;So the RoHS recast has been several years in the making.&nbsp; The consolidated text was adopted on November 24, 2010 but <strong>does not become law until the text is approved by the Council of the European Union and published in the <em>Official Journal of the European Union</em>. &nbsp;</strong></p>
<p><strong>&nbsp;</strong>I know most of you do NOT want to read the entire 46 pages of the RoHS Recast, so here are the major points of interest:</p>
<p>&nbsp;<strong><span style="text-decoration: underline;">What&rsquo;s the Same:</span></strong></p>
<ul class="disc">
<li>- The original six      restricted substances and their maximum concentration values allowed (100      ppm by weight of homogeneous material for cadmium, 1000 ppm for all      others).&nbsp; <em>However, Annex II requires a re-evaluation in three years, and      several more substances are likely to be restricted at that time.</em> </li>
</ul>
<p>&nbsp;<strong><span style="text-decoration: underline;">What&rsquo;s Changed:</span></strong></p>
<ul>
<li>- The scope now includes      Category 8 (Medical Devices) and Category 9 (Monitoring and Control      Instruments) which were originally exempt.<strong>&nbsp;</strong></li>
<li>- The scope also includes      a totally new &ldquo;catch-all&rdquo; category.&nbsp;      Category 11 EEE (&ldquo;Other&rdquo; EEE not covered by any of the other      categories) must comply within 8 years.<strong>&nbsp;</strong></li>
<li>- There are changes to      the exemption process, and these are covered in Annex III, IV, and V.&nbsp; <strong>&nbsp;</strong></li>
<li>- Manufactures must not      only build compliant products.&nbsp; They      must maintain technical documentation, cite relevant harmonized standards,      implement internal production controls, and keep a register of      nonconforming products for ten years after the EEE is placed on the market<strong></strong></li>
<li>- In the original RoHS,      only the manufacturer was responsible for compliance.&nbsp; The RoHS Recast places obligations on      each party in the supply chain including manufacturers, importers, and      distributors.&nbsp; <strong></strong></li>
<li>- A CE Mark is required      on the finished product.&nbsp; This      visible indicator of compliance makes it possible to stop products at the      border.<strong></strong></li>
<li>- In addition to the CE      Mark, an EC declaration of conformity must accompany the finished      product.&nbsp; <strong></strong></li>
<li>- EEE not manufactured in      the EU must have an EU importer who shares responsibility with the      manufacturer for compliance <strong></strong></li>
</ul>
<p>With each member of the supply chain now responsible for compliance, it&rsquo;s more important than ever to work with trustworthy suppliers.&nbsp; In addition to accepting a &ldquo;conformity certificate&rdquo; from your supplier, there needs to be a risk assessment of the quality of that information, and if you buy from an unqualified vendor, you must be prepared to do your own compliance testing. &nbsp;</p>

      <title><![CDATA[Phase 2 ERP is upon us, are you ready?]]></title>

      <description><![CDATA[<p>On April 26<sup>th</sup> 2011, Phase 2 of the ERP requirement goes into effect.&nbsp; It defines the maximum no-load power consumption and minimum average efficiency for external power supplies&nbsp;</p>

<li>All      units 50 Watts and less must have 0.3Watts or less no load power      consumption.</li>
<li>All      units greater than 50 Watts and less than 250Watts must have 0.5Watts or      less no load power consumption &amp; it must be 87% efficient </li>

      <title><![CDATA[UL’s Sign Component Manual (SAM)]]></title>

      <description><![CDATA[With the rapid growth of the LED market, UL is updating their Sign Component Manual (SAM) quarterly to keep up with the expansion.
<br><br>
This directory which is governed by UL standard 879 (Electric Sign Components), lists all components currently tested and certified under this standard. UL 879 has replaced UL 48 (Electric Signs) and UL 73 (Motor-Operated Appliances) which was the former guidelines for sign components.
<br><br>
The Sign Component Manual (SAM) contains all of the components associated with construction of electric signs including flexible metal conduit, gaskets and seals & gasket materials, insulating bushings, neon transformers & power supplies, component signs, changing message signs, and sign accessories.  Sign accessories encompass many components including LED modules, LED power supplies, construction materials, and LED drivers & controllers.
<br><br>
Any sign manufacturer wanting to streamline their UL approval will pick from components already approved in the SAM.  The SAM lists the conditions of acceptability to help the sign designer correctly pick their components.

80plus.org is an independent organization for testing the efficiency of power supplies. Any device achieving more than 80% efficiency at 20%, 50% and 100% load resp., is provided with the 80Plus seal of approval.

But an 80Plus power supply is only useful if 20% load correspond to the minimum power consumption of the system at IDLE operation! It is therefore pointless using an 80Plus 650watt power supply for an office PC (e.g. Intel C2D E4300, 7600 GT, hard disk, drive) since the power supply will only reach this high efficiency at approx. 120watts. Below 20%, the efficiency is rapidly decreasing.
